The COVID-19 pandemic has not merely disrupted production in the supply chain, it has, at times, temporarily stopped it. Preparing an anti-fragile supply chain for the future should be at the top of every public procurement officer’s recovery list.
Many professionals reach a point in their career when they ask themselves: Should I get certified? Whether you work in IT or the healthcare industry, public procurement or supply chain management, we all know certifications matter. We also know that getting certified is a big-time commitment and requires financial resources.
This week, NASPO’s own ProcurementU is providing another professional development opportunity by hosting the State Training Training Coordinators Conference (STCC) in Madison, Wisconsin! The goal of STCC is to facilitate the sharing of materials and best practices between state trainers. During the three day conference, ProcurementU has an agenda full of opportunities to learn how to best leverage the training and education provided at the conference to advance state government in participants’ home states. Networking sessions, interactive general sessions, a keynote speaker, an emphasis on collaborative learning efforts and the sharing of resources are just a few things participants will engage in! To highlight the great work state training coordinators across the country do this week Pulse is highlighting the state training coordinator from Oklahoma and an active NASPO member, Louise Terry.
NASPO is hosting the Annual Conference next week in Grand Rapids, Michigan! The week will be full of excellent content as well as exciting opportunities to meet and network with procurement colleagues from across the country. Beginning on Sunday with a Procurement U training on how CPOs can strengthen their seat at the table and build relationships with other cabinet-level leadership in their state. The conference focuses on ways that procurement officials can enhance the profession and build relationships. The entire conference culminates in a panel with the National Association of State Chief Administrators (NASCA) focused on understanding the perspective of chief administrator on pressing procurement issues.
This week we caught up with Gary Lambert, the Assistant Secretary for Operational Services for the Commonwealth of Massachusetts.
Gary Lambert was appointed assistant secretary for Operational Services on March 21, 2011. Prior to this appointment, Gary held a number of leadership positions over his 30-plus years in the public and private sector. During his tenure at the Operational Services Division (OSD), Gary and his leadership team have executed a number of programmatic and organizational changes focused on outcomes that benefit OSD’s customers through the use of The 4 Disciplines of Execution. Gary served as an advisor to the TechAmerica Foundation’s State & Local Government Cloud Commission, and he is a member and past president of the National Association of State Procurement Officials (NASPO).
Mr. Lambert is a graduate of Suffolk University with a Bachelor of Science in Political Science and a recipient of NASPO’s Giulio Mazzone Distinguished Service Award in 1998.
Are you a public procurement professional looking to get certified and join the Universal Public Procurement Certification Council (UPPCC) ranks?
UPPCC announced more inclusive eligibility requirements for their CPPO and CPPB certifications and updates to recertification in 2019. Ann Peshoff, executive director of UPPCC, expressed that they wanted to broaden their eligibility requirements to “better align [them] with the various ways in which mastery is developed by an individual.” The updates to recertification offer certificants flexibility and greater control over their own continuing education. These updates also further recognize the contributions of on-going employment experience.
Here at NASPO, we love hearing about the interesting things happening at central procurement offices across America! D.C. recently hosted an international delegation of government officials and public workers from Israel to discuss best practices when procuring social service contracts. This was the third international delegation the D.C. procurement office hosted this year. The D.C. office was kind enough to share the lessons they learned from these experiences. We talked to George Schutter, the CPO of D.C., Nancy Hapeman, the Deputy Chief Procurement Officer, and Keysha Taylor, their General Counsel, about their visit. They found that “even though [they] are from different countries and have a different set of laws and a different set of regulations, there are similar procurement issues…that [they] are both dealing with”.
NASPO hosted more than 500 state procurement professionals, suppliers and other guests, April 9-11, in Denver, Colorado, during the 2019 NASPO Exchange. The number of attendees included representatives from 42 states, as well as 166 companies that are supportive business partners to state government agencies. This year’s Exchange conference was co-hosted by NASPO ValuePoint. MMCAP, the Minnesota Multistate Contracting Alliance for Pharmacy, also provided support for Exchange by co-hosting the audio-visual for the event.
NASPO Exchange 2019 was an eye-opening experience. Some of you may or may not know, I have only been a part of the NASPO team since January 2019, so this was not only my first Exchange, but my first NASPO conference. My coworkers have been trying to prepare me for what exactly to expect. I’ve heard a lot of, “It’s going to be like no other professional conference you’ve been to!” and “Girl, you better pack at least three pairs of shoes.” I quickly found out that all of the above were true, and then some. This week we caught up with Cindy Lombardi, Chief Procurement Officer for the State of Colorado. Perfect timing too! NASPO’s 2019 Exchange Conference is being hosted in the beautiful capital city of Denver.
Cindy has served as Colorado’s Chief Procurement Officer (CPO) since March of 2015. As CPO, she launched the Procurement Code Modernization Initiative that has resulted in an improved procurement code and procurement rule changes for the state. Cindy has over 20 years of experience in purchasing and contracts for the federal government, the University of Colorado, and several state agencies including the Departments of Personnel & Administration, Public Health & Environment, Revenue, and Human Services. Cindy is a Director at Large on the NASPO Board of Directors and is currently serving as Conference and Events Champion. She has also served on the NASPO ValuePoint Management Board since 2015. Cindy is also currently the 2019 Chairperson of the NASPO Exchange committee and has been instrumental in the conception, planning and execution of the upcoming conference, April 9-11, 2019.
